Hegotá is the Ethereum network upgrade expected to follow Glamsterdam. It is named from the combination of "Bogotá" (execution layer upgrade, named after a previous Devcon location) and "Heze" (consensus layer upgrade, named after a star).
Hegotá is in early planning. Its headliner has been chosen and a second change has since been scheduled, but the rest of the scope is still being decided, and no dates have been set.
Headliner: FOCIL
Fork-choice enforced inclusion lists (FOCIL, or EIP-7805) is about censorship resistance: making sure that a valid transaction gets into a block even if the people building blocks would rather leave it out.
Today a single builds each block and decides which transactions it contains. Anyone who can influence enough block builders can therefore delay a transaction, and a user has no way to force the issue other than waiting and hoping.
FOCIL spreads that decision across many validators. A committee each proposes a list of transactions that ought to be included, and the rules of the protocol oblige the block builder to honour those lists. Censoring a transaction stops being something one party can do alone.
Frame transactions
Frame transactions (EIP-8141) let an decide for itself what counts as a valid transaction, instead of the protocol insisting on one fixed signature scheme.
Today every transaction is authorised the same way: one signature, from one key. Smart contract accounts work around that by routing transactions through extra infrastructure, which costs gas and adds moving parts that can fail.
A frame transaction moves the check into the account itself. The account runs its own verification logic, so capabilities that currently need that extra infrastructure — social recovery, spending limits, requiring several approvals, letting somebody else pay the gas — become things the protocol supports directly.
Because the account chooses its own rules, it can also choose a signature scheme that a quantum computer could not break. That makes this a step towards quantum resistance as well as better wallets.
What else is in Hegotá
Not decided yet. FOCIL and frame transactions are the two changes scheduled so far; dozens more have been proposed and none of them are settled. This page will stay short until the scope firms up — for the current state of the discussion, see the resources below.
